He completed his secondary education at Malatya Science High School in 1991 before pursuing a career in medicine. Dr. Özgen commenced his medical studies at the Moscow Medical Academy and graduated in 1999. Following his graduation, he underwent specialization training in the Department of Gynecology and Obstetrics at the Moscow Medical Academy, earning his certification as a Gynecology and Obstetrics Specialist in 2004.
After completing his specialization, Dr. Özgen served in the Department of Gynecology and Obstetrics at Marmara University Faculty of Medicine from 2004 to 2007. He then practiced medicine at various hospitals, where he gained valuable experience in the field. In 2023, Dr. Özgen joined the Department of Gynecology and Obstetrics at Istanbul Okan University Hospital, where he currently specializes in In Vitro Fertilization (IVF).
